To be liberal, one must be receptive to new ideas and ways of doing things that differ from one’s own. Social and political topics like marriage and the government’s role are opposed to conservativism’s more traditionalist ideas.
This openness and experimentation extends across many sectors of life, including (but not limited to) environmental projects and gender and sexuality issues, criminal reform (i.e., rehabilitation rather than incarceration), wealth disparity, and other social challenges.
According to a liberal individual or nation, marriage may occur between any two persons, regardless of gender identity. Others believe marriage should only be between a man and a woman in traditional nations or people.

Liberalism is a way of thinking that permeates practically every area of a country’s culture, unlike GDP or birth rate, which can be easily quantified. As a result, it is impossible to determine a country’s overall liberalness based on a single factor.
For gender equality, for example, one nation may be more liberal than the others, but which one is the most liberal regarding environmental policy?
Thanks to several experts, there are now mechanisms in place that allow us to evaluate, compare and aggregate various variables to identify which countries have the most liberal ideas and beliefs.
The table below compares three such studies and shows that even these systems may give wildly divergent outcomes.

Many various indicators were considered by Movehub while compiling their list of the most liberal countries in the world in 2021. Researchers consulted the LGBTQ+ Danger Index, Nomadic Boys’ annual ratings, and the Global Gender Gap Report 2020 for information on LGBT and gender equality issues.
They also looked at data from the Environmental Performance Index (EPI) and the Social Progress Index (SPI) for information on human needs before consulting the 2020 World Happiness Report (WHR).
